Calibration of automatic emission measuring instruments
Article 29 of the Federal Immission Control Act
For large furnaces (firing thermal capacity >= 50 MW, using gaseous fuels <= 100 MW) the regulations of the Large Furnace Order (13th BImSchV) [2] apply. According to article 25 of this Order, furnaces for solid and liquid fuels shall be equipped with measuring devices for particulate emissions, carbon monoxide, nitrogen oxides and sulphur dioxide. For furnaces using gaseous fuels a continuous measurement of CO is required, and in the case of very large installations (firing thermal capacity >400MW) the measurement of NO, as well.
For waste incineration plants the regulations of the Order on Incineration Plants for Waste and Similar Combustible Materials (17th BImSchV) [3] apply. According to article 11 and in combination with articles 4 and 5, the facilities shall be equipped with measuring devices for continuous monitoring of carbon monoxide, total dust, organic chlorine and fluorine compounds, sulphur and nitrogen oxides, as well as for the oxygen content.
For surface treatment facilities, dry cleaning and textile finishing facilities as well as extracting plants regulations of the Order on Emission Limitation of Highly Volatile Halogenated Hydrocarbons (2nd BImSchv) [4] apply. Articles 3 to 5 prescribe the performance of continuous monitoring of the mentioned facilities.
For furnaces subject to licensing, conditions for continuous emission monitoring are contained in clause 3.3.1.2 of the Technical Instructions on Air Quality Control (TA Luft) [5]. For all other installations subject to licensing, clause 3.2.3 of TA Luft specifies the pre-conditions for continuous monitoring of emission. Only measuring instruments which have successfully satisfied stated minimum requirements in a suitability test, are approved for continuous measurements [6; 7].

Methods of determining the dust load (dust content) and of the dust mass flow of a dust/gas mixture flowing through defined sections, e. g. chimneys, pipelines or ducts, are dealt with in the Guideline VDI 2066.
Recording equipment is used for the continuous monitoring of the dust content [1; 2]. Optical measuring equipment has proved its value in practice [3; 4].
The present part 4 describes measuring equipment which determines the dust load of waste gas by means of the auxiliary variables optical transmission or absorbance, resp. One of the advantages of this equipment lies in the virtually immediate record of the absorbance or transmission. The correlation of the dust load and the absorbance is determined by calibration of the equipment on site where it is to be used.
The physical basis of the measuring method and the installation, maintenance and functional testing as well as the calibration of the equipment are dealt with. The application of this Guideline presupposes familiarity with Guideline VDI 2066 Part 1 and Part 2 [5; 6]. The VdTÜV (Confederation of Associations for Technical Supervision) were kind enough to make available their instruction 2001 [7] for the preparation of this Guideline.
